Founder & Executive Director
A visionary leader with a passion for equitable access to care, Rashin Osman brings a unique blend of clinical expertise and systems-level thinking to UppRise. Holding dual master’s degrees in Social Work and Emergency Management, Rashin’s career has been defined by breaking down barriers—whether coordinating disaster relief with the American Red Cross or simplifying complex benefit systems for York County’s most vulnerable residents.
His hands-on experience as a Disaster Assistance Team Supervisor and Recovery Specialist revealed a critical gap: too many individuals were being denied life-changing resources due to bureaucratic complexity rather than true ineligibility. This insight sparked UppRise’s founding principle: that systems should serve people, not the other way around.
Today, Rashin leads UppRise with:
